Insight NGO announces a tender procurement of legal support services for women and the LGBTQI+ community.  

General information

Tender period: from March 11 to March 25, 2024

Client: Insight NGO

Subject of the procurement: legal support for women and the LGBTQI+ community.

Service period: From April 1, 2024 to December 31, 2024.

Scope: the selected contractors will provide legal support  for women and the LGBTQI+ community. This includes consultations online and offline; preparing templates of applications, complaints, appeals and other documents that  are needed to resolve the matter raised;  analyzing incoming requests in order to determine whether they need to be referred elsewhere.

Work with IDPs and the local population, with members of vulnerable social groups, in particular members of the LGBTQI+ community and women who have experienced gender-based violence, sexual violence or any other violence; work with people affected by hate crimes; cases of discrimination, violence, threats and attacks based on sex, sexual orientation and/or gender identity; work with complaints about unlawful actions by civil servants, police officers, medical staff and others;

Qualification requirements: 

– The right to practice law under the legislation of Ukraine.

– At least 1 year of experience providing legal consultations.
– Experience of working with NGOs and charitable foundations;

– Experience of working with key population groups is an advantage. 

– Experience of preparing analytical materials, reports and legal documents; 

– Respect for the values and principles of the  Organization’s work — equality, feminism, freedom, inclusiveness and diversity for all social groups.

– Respect for deadlines and reporting standards;

The tender is announced within the project: implementation of a protection program for the population of frontline areas, in partnership with and funded by the Danish humanitarian non-governmental organization in Ukraine DanChurchAid (DCA) 

Rules for preparing an application:

Proposals are admitted to evaluation if they:

  • contain a complete package of documents, namely: a completed application, registration documents, a list and description of relevant experience (a resume)
  • are filled out in Ukrainian;
  • are certified with a signature and a seal;
  • are sent by email on time.

Application deadline:

Applications are accepted until 18.00 Kyiv time on March 25, 2024 at [email protected]  with the mandatory subject line: “Application to provide  legal support services”

Payment terms and procedure:

Insight NGO pays for the services on the basis of a contract/invoice/act of completed work signed with the contractor, by bank transfer of the relevant amount to the contractor’s account in hryvnias.

Legal entities and sole proprietors (FOP, group 3) may take part in the tender.

For sole proprietors — the application must include: 

– An extract from the Unified State Register of Legal Entities and Individual Entrepreneurs listing the business activities that match the nature of the services covered by the tender (KVED codes). The register extract must be dated no earlier than 01.01.2024. 

– An extract from the register of single tax payers;

– A color scan of the Ukrainian citizen’s passport, pages 1, 2 (3-6 if they bear any stamps) and the page with the address of the latest registered residence, or a color scan of the Ukrainian citizen’s ID-card passport (both sides) and an extract from the territorial community register (a certificate of registered residence) to identify the individual;

For legal entities — the application must include:

– A color scan of the Charter; 

– A color scan of the certificate of state registration/statement/extract from the Unified State Register of Legal Entities and Individual Entrepreneurs; 

– A color scan of the VAT payer certificate/an extract from the VAT payers register and/or a certificate/extract on the payment of the single tax or another tax in accordance with the applicable tax legislation; 

– A document confirming the signatory’s authority.

Main selection criteria:

  • Competitiveness of the financial proposal.
  • Compliance with the established delivery deadlines.
  • Quality of the services offered.
  • Compliance of the proposal with the requirements of the tender documentation.

The selection results will be announced to the winners by email or by phone.
